Pavement Management Plan Project (Eastbound Santa Maria Avenue between Santa Vittoria Drive and Moulton Parkway)

The Pavement Management Plan Project involves the repair and maintenance of eastbound Santa Maria Avenue between Santa Vittoria Drive and Moulton Parkway, spanning the public rights-of-way of both the City of Laguna Woods and the City of Laguna Hills in Orange County, California. This initiative is part of the Fiscal Years 2024-34 Pavement Management Plan, which targets street sections with a Pavement Condition Index below 80 to extend the useful life of the infrastructure and protect public health and safety. As of October 2023, the specified section had a blended PCI of 81.6, with the lowest segment at 77. The scope of work includes asphalt concrete pavement cold milling and repaving, traffic control, and the adjustment of water valves and utility manholes to grade. Additional deliverables include the re-establishment of survey monuments, the application of pavement markings, painting of striping and legends, and the installation of vehicle traffic signal heads and illuminated street name signs. The project is designed to be substantially consistent with the California Manual of Uniform Traffic Control Devices and is categorically exempt from the California Environmental Quality Act under Section 15301.
