The contract addresses the complete removal and replacement of defective grout joints in stone flooring and paving across the U.S. Embassy compound in Asuncion, Paraguay, with the goal of eliminating trip hazards, preventing further stone deterioration, and ensuring long-term structural integrity. Work includes the removal of improperly installed grout and sand, resetting loose pavers, installing new expansion joints, applying specification-compliant latex-modified grout to full depth, and sealing limestone surfaces. All activities must comply with U.S. Department of State standards, the International Building Code, original construction specifications, and local Paraguayan regulations, with strict adherence to quality workmanship and material durability under tropical climate conditions. The scope mandates phased execution to minimize disruption to embassy operations, coordination with security personnel, and protection of existing infrastructure, landscaping, and utilities. The solicitation requires offers under a Lowest Price Technically Acceptable (LPTA) evaluation basis, where award will be granted to the responsible offeror submitting the lowest price that meets all technical and compliance requirements. Proposals must be submitted in two volumes including the SF-1442, a detailed price breakdown by specification divisions, a bar chart schedule, and a business/technical proposal with past performance data from the last three years. Submission is due by August 14, 2026, and must be in English, PDF format, and under 30MB total size, either electronically via email or physically delivered to the embassy. Contract administration requires a 50% performance bond initially reducing to 10% after acceptance, with bond retention for one year post-final acceptance. Insurance mandates include Defense Base Act, local liability, worker’s accident, and property damage coverage, with the U.S. Government named as additional insured. Invoicing must be sent electronically to a designated email, exclude VAT, and comply with EFT payment protocols.
