Paving Indefinite Delivery Indefinite Quantity (IDIQ)

It has been determined that competition will be limited to eligible 8(a) firms located within the states of Idaho, Oregon, Utah, Montana, California or Washington and, 8(a) participants in good standing serviced by an SBA office outside of these states, but having a Bona fide branch office within the geographical boundaries of Idaho, Oregon, Utah, Montana, California or Washington. A Bona fide branch office is a place of business for purposes of 8(a) construction procurements located where an 8(a) Participant regularly maintains an office which employs at least one full-time individual within the appropriate geographical boundary. The term does not include construction trailers or temporary construction sites. All other 8(a) BD Participants are deemed ineligible to submit offers. Work consists of providing all labor, materials, supervision, transportation, equipment, and all necessary components to complete the Paving IDIQ at Mountain Home AFB, ID. This will be a firm-fixed-price indefinite delivery indefinite quantity (IDIQ) contract for paving. Requirements, include but are not limited to the following: maintenance, repair, alteration, and/or new roadways. Period of Performance and Magnitude: The combined aggregate maximum contract amount of the IDIQ will be no more than $4.9 million. The period of performance is anticipated to be for one basic year and four option years. The guaranteed minimum contract amount will be $10,000.00 for each task order. All work will be in strict compliance with the specifications of the contract and specifications and drawings for each task order. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237310 with a small business size standard of $36.5 million. It is anticipated that a single award will result from the solicitation. Joint Venture Agreements - Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to cost proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date.
