The Government intends to solicit and negotiate with only one source, Standard Aero LTD (cage code 36213), via the CANADIAN COMMERCIAL CORPORATION, as they are the only known source capable of satisfying the agency's strict testing and environmental correlation requirements for the M250-KS4 gas turbine engine.

Specifically, Standard Aero is the only firm with the verified capability to test the M250-KS4 gas turbine engine and correct the performance data to the standard US Navy day (ambient temperature of 100 degrees Fahrenheit and ambient pressure of 14.7 pounds per square inch absolute [psia]). To meet government specifications, the repaired gas turbine engine performance data, after being corrected to a 100-degree Fahrenheit day, must meet or exceed the criteria stated in the testing section of the 250-C20B depot level technical manuals. Standard Aero is uniquely qualified because they are the only contractor able to produce documentation verifying that their test cell control system has been successfully modified to accurately correlate the engine performance data to the required 100-degree Fahrenheit standard. No other vendor has demonstrated the specialized test cell modifications required to fulfill this critical performance metric.

This notice of intent is not a request for competitive proposals. However, any responsible contractor who believes they can meet these specific testing and correlation requirements may submit a capability statement or other verifiable proof demonstrating their ability to perform the work.

All capability statements received by 31 July 2026 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Heavy Duty Trucks, Parts, and Maintenance Repair ServiceThis solicitation establishes a contract for the procurement of medium and heavy-duty trucks, parts, and maintenance repair services through the Local Government Purchasing Cooperative d/b/a BuyBoard, serving cooperative members primarily in Texas. The contract term runs from December 1, 2026, through November 30, 2027, with two optional one-year renewals, and is open for purchases by members at any time during the term. Vendors must be authorized by manufacturers to sell, install, and service the proposed vehicle brands and must hold a valid Texas Franchise Motor Vehicle Dealer Certificate or equivalent licensing in any other state they intend to serve. Pricing submissions must include base vehicle prices with all ancillary fees—such as state inspections, titling, registration, pre-delivery inspection, make-ready, and manufacturer destination fees—embedded, excluding only delivery charges, which must be quoted separately as per-mile fees. Optional equipment must be fully disclosed in a complete list for the proposal to be considered, and unpublished options may only be offered if their total cost remains under 25% of the base vehicle plus published options. A $400 BuyBoard fee must be collected from each purchasing entity but excluded from the quoted vehicle price, while a 2% cooperative service fee must be included in the pricing for parts and labor. The solicitation requires vendors to submit detailed compliance documentation, including felony conviction disclosures, debarment certifications, resident/nonresident status, HUB certification, EDGAR compliance, and affirmations regarding no boycotts of Israel or energy companies, as well as no association with excluded nations or terrorist organizations. Proposals must be submitted electronically as searchable PDFs through the BuyBoard portal by August 13, 2026, at 4:00 PM, with hard copies accepted only via hand delivery or U.S. Mail to the Texas Association of School Boards in Austin. All tangible goods must be packaged in new, sturdy, industry-standard containers suitable for safe transport and storage, with palletized items delivered on standard pallets. Each shipment must include a packing list detailing vendor and member information, purchase order number, item descriptions, quantities, product codes, container counts, and all product warranties; for hazardous materials, MSDS sheets must accompany the first shipment. Vendors are responsible for all freight and risk of loss until delivery and acceptance by the cooperative member, with payment triggered only after receipt and acceptance, along with a compliant invoice adhering to the Texas Prompt Payment Act. PKB Air Compressor AuditThe Department of the Air Force, through the 90th Contracting Squadron at F.E. Warren AFB, Wyoming, is seeking qualified small businesses to perform an audit of existing air compressor systems and associated lines to support a planned transition from 135 PSI to 200 PSI. This pre-solicitation notice initiates a Total Small Business Set-Aside under NAICS code 811310 with a $12.5 million size standard, and the contract is expected to be awarded as a Firm-Fixed-Price agreement using the Lowest-Price Technically Acceptable methodology. The audit must result in a comprehensive report identifying findings relevant to upgrades or replacements, with delivery required within 21 calendar days of contract award. All offerors must be registered in SAM.gov and comply with CMMC Level 1 requirements, submitting their Unique Identifier to verify compliance. The evaluation process will prioritize the three lowest-priced quotes if three or more are received, and the government reserves the right to award without discussions. Vendors must adhere to applicable ASME Code and OSHA standards, and proposals must include a valid quote demonstrating technical capability. The solicitation window opens with this notice and closes on July 30, 2026, with award anticipated in July 2026. Only small businesses are eligible to compete as this is a total set-aside, and no discussions will be held unless deemed necessary by the Government. Recurring Ice Machine Maintenance ServicesThis solicitation, numbered 36C26226Q1001, is a combined synopsis and request for quotes issued under the Revolutionary FAR Overhaul for commercial products and services, streamlining procurement processes per FAR subpart 12.202. It is exclusively set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 811310, with a small business size standard of $13 million in average annual receipts. The contract seeks quarterly ice machine maintenance services for 55 units across the Long Beach Veterans Affairs Healthcare System and associated outpatient clinics, requiring 220 annual service visits over a five-year period comprising one base year and four one-year option periods. Offerors must submit pricing using a firm fixed-price structure, with the award to be made on a lowest price technically acceptable basis, where price is the sole evaluation factor among technically qualified responders. Technical acceptability is determined by mandatory pass/fail criteria including active OSHA certifications for safety training, personal protective equipment compliance, fit testing, and general requirements, as well as documented past performance assessed for risk. All offerors must be certified SDVOSBs in the SBA database, actively registered in SAM.gov with a valid Unique Entity Identifier, and comply with strict subcontracting limitations requiring at least 50% of the contract value (excluding materials) to be performed by the prime contractor. Compliance extends to adherence to VA-specific operational protocols, including pre-construction risk assessments, infection control risk assessments, and on-site credentialing procedures requiring Real ID-compliant identification and VA-issued badges. Invoicing is exclusively mandated through the Tungsten Network, with electronic funds transfer required via SAM.gov, and all proposals must be submitted as a single PDF under 8.5 x 11 inch format, properly labeled, and emailed by the July 17, 2026 deadline. Failure to meet any mandatory certification, reporting, or compliance requirement renders an offeror ineligible. Deliverables include detailed quarterly maintenance reports with before/after photos, equipment identifiers, and service descriptions submitted in hard copy and digital form within five days of work completion. Contract performance will occur at multiple VA facilities in Long Beach and Placentia, California, with oversight conducted by designated government personnel, and any false representation of SDVOSB status triggers mandatory five-year debarment under federal statute.
