Full Description
The Government intends to solicit and negotiate with only one source, Standard Aero LTD (cage code 36213), via the CANADIAN COMMERCIAL CORPORATION, as they are the only known source capable of satisfying the agency's strict testing and environmental correlation requirements for the M250-KS4 gas turbine engine.
Specifically, Standard Aero is the only firm with the verified capability to test the M250-KS4 gas turbine engine and correct the performance data to the standard US Navy day (ambient temperature of 100 degrees Fahrenheit and ambient pressure of 14.7 pounds per square inch absolute [psia]). To meet government specifications, the repaired gas turbine engine performance data, after being corrected to a 100-degree Fahrenheit day, must meet or exceed the criteria stated in the testing section of the 250-C20B depot level technical manuals. Standard Aero is uniquely qualified because they are the only contractor able to produce documentation verifying that their test cell control system has been successfully modified to accurately correlate the engine performance data to the required 100-degree Fahrenheit standard. No other vendor has demonstrated the specialized test cell modifications required to fulfill this critical performance metric.
This notice of intent is not a request for competitive proposals. However, any responsible contractor who believes they can meet these specific testing and correlation requirements may submit a capability statement or other verifiable proof demonstrating their ability to perform the work.
All capability statements received by 31 July 2026 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
