The U.S. Navy’s Puget Sound Naval Shipyard & Intermediate Maintenance Facility is seeking a five-year firm fixed price service contract for the maintenance and repair of the Peak Scientific Genius XE35 120V Nitrogen Generator, a critical component supporting the Thermo Fisher Dionex Ion Chromatograph System 6000 with ISQ-EC Mass Spectrometer. The contract, issued under solicitation number N4523A26Q1314, is structured with a base period from June 1, 2026, through May 31, 2027, and up to four one-year option periods extending through May 31, 2031, with line items for annual preventative maintenance, travel associated with those visits, and up to eight hours of on-site corrective maintenance per visit. All work must be performed at the facility in Bremerton, Washington, and contractors are responsible for providing all personnel, tools, materials, and supervision, excluding government-furnished property. The generator requires service by OEM-certified technicians who hold current manufacturer training, and maintenance must comply with Peak Scientific’s “Complete Plan” standards as outlined in the Performance Work Statement. The contract will be awarded using a Lowest Price Technically Acceptable evaluation method, where technical acceptability—demonstrated by full compliance with all requirements including certification, documentation, and clause adherence—is a gatekeeper, and price is the deciding factor among qualified offerors. Proposals must include completed CLIN pricing, commercial pricing references, a formal statement of agreement with all terms, and evidence of current SAM registration and CAGE/UEI codes. Additionally, contractors must submit documentation of OEM certification for the specific generator model and affirmatively disclose any organizational conflicts of interest, with failure to do so rendering proposals ineligible. All personnel must comply with strict security protocols including government-issued badging, controlled access, and prohibition on duplicate keys or unauthorized access to secured areas. Invoicing will be processed exclusively through the Wide Area WorkFlow system, and contractors are prohibited from providing competing services to NAVSEA during the contract term and for three years following its conclusion.
