Pearl Harbor Tugs Recompete

The Military Sealift Command is soliciting a fixed-price time charter for four U.S. flag, Jones Act compliant tugs to provide harbor support and ship handling services at Joint Base Pearl Harbor-Hickam, Hawaii. The contract consists of a one-year base period starting March 1, 2027, followed by three one-year option periods and one 11-month option period, for a total potential performance duration of 59 months. The scope of work includes vessel maneuvering, such as towing, mooring, and escorting various vessel types, as well as the transfer of pilots and government personnel. Tugs must meet 46 USC 55111 and 46 USC 12112 requirements, possess USCG Certificates of Inspection and Documentation, and be equipped with clean non-marking fendering. Award will be made to the responsible offeror representing the lowest-priced, technically acceptable offer within the highest statutory categorization, specifically U.S. flag vessels that have had 50 percent or more of their maintenance performed in U.S. shipyards. Proposals must be submitted electronically via email in PDF format by September 8, 2026, and must include business, technical, and price volumes. Key requirements for offerors include providing audited financial information, a Mission Essential Contractor Services Plan, and a current cybersecurity assessment in the Supplier Performance Risk System. Invoicing and payment will be processed electronically through the Wide Area WorkFlow system.
