PECC and WDCC Concessions & Bar Services

The Corporation of the County of Prince Edward is seeking qualified operators to provide concessions and bar services at the Prince Edward Community Centre and the Wellington and District Community Centre. The procurement is divided into three award parts: PECC concessions, WDCC concessions, and bar services for both locations. Proponents may bid on any single part, a combination, or all three. The contract is for a one-year initial term with options to extend through October 31, 2030. Operators are required to provide their own point-of-sale systems, adhere to junior and senior hockey schedules, and accommodate special events. All non-alcoholic beverages must be purchased from the municipality's exclusive supplier. Evaluation is based on a 100-point scoring system, requiring a minimum threshold of 70 percent for award consideration. Scoring is weighted across proposed services (40 points), operator experience and references (30 points), and a financial proposal (30 points) consisting of annual lease payments and revenue sharing. Mandatory submissions include the Appendix C Submission Form and an AODA compliance sign-off. Successful vendors must maintain five million dollars in commercial general liability insurance, provide WSIB certification, and ensure all staff hold Food Handlers and Smart Serve certificates. Invoices are payable by the municipality within 30 days of receipt.
