The Naval Air Warfare Center Aircraft Division in Lakehurst, New Jersey, intends to award a sole-source, firm-fixed-price contract to The Boeing Company for the procurement of eighty-six various pieces of Peculiar Support Equipment. This equipment is essential for supporting EA-18G and F/A-18 E/F aircraft squadrons to ensure mission capability targets are met by the end of Fiscal Year 2019. The procurement is being conducted under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, as Boeing is the original equipment manufacturer and the only responsible source capable of satisfying the agency's requirements. The government's decision to pursue a sole-source negotiation is based on the fact that it does not possess the necessary rights to the drawings and technical data for the F/A-18 E/F and EA-18G support equipment. This action, identified by solicitation number N68335-19-R-0124 and NAICS code 336413, is managed by the Department of Defense. While the government indicated it would consider responses within fifteen days of the synopsis publication to determine if competition was possible, the primary objective remains the rapid acquisition of critical aviation platforms to avoid unacceptable delays in mission readiness.

Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171.
