The City of Sunnyvale is pursuing the Peery Park Specific Plan Amendment to expand development capacity within a 450-acre planning area. Because the 2016 Peery Park Specific Plan has nearly reached its limits for nonresidential development, this amendment proposes increasing the maximum buildout to allow for up to 1,200,000 square feet of net new office and research and development uses, along with 1,632 net new residential units. The plan maintains the previous allowance for 200,000 square feet of net new retail uses. Significant growth is expected at the Sunnyvale Business Park site and four housing opportunity sites along Hermosa Court, and the amendment further permits the relocation of the Libby Water Tower, a designated local landmark, within the Business Park property. To facilitate these changes, the City is preparing a Supplemental Environmental Impact Report to evaluate the project's impact on air quality, greenhouse gases, transportation, public services, and other critical environmental factors. The public review period for these environmental documents is scheduled from September 30, 2026, to October 30, 2026. This process ensures that the associated increases in residential and employee populations are properly analyzed and mitigated in accordance with CEQA requirements.

The 2016 PPSP allowed for a net increase in office, light industrial, retail, and residential development in the PPSP area. The PPSP has nearly reached the limit of its office, research, and other nonresidential development capacity. As a result, the proposed project, herein referred to as the PPSP Amendment, would amend the maximum buildout and land use types allowed in the 2016 PPSP to allow for additional growth of up to 1,200,000 square feet of net new office and research and development (R&D) uses and 1,632 net new residential units throughout the PPSP area. The PPSP Amendment would continue to allow for 200,000 square feet of net new retail uses previously planned under the 2016 PPSP. The PPSP Amendment would amend the maximum buildout allowed for residential units and nonresidential development, along with associated increases in the PPSP area’s residential and employee populations. A portion of this growth is anticipated within the two SPA sites: the Sunnyvale Business Park site and four housing opportunity sites along Hermosa Court. The PPSP Amendment would also allow for the relocation of the Libby Water Tower, a designated City local landmark, elsewhere on the Sunnyvale Business Park property.
