Following this review, interviews will be held with the top-ranking subcontractors to ensure the selection of the most comprehensive, competitive, and lowest responsible bid. The award will be based on an evaluation by the Project Team. A scoring matrix will be shared during the RFP stage to the prequalified subcontractors.
This is a two-phased project delivery process: Phase 1-Design and Preconstruction Services, hereinafter called Phase 1, and Phase 2-Design-Build Construction Services, hereinafter called Phase 2. In case PENTA and the subcontractor do not continue into Phase 2, these documents will be used by PENTA in any manner, including use as bridging documents for subsequent contracts. During Phase 2 - PENTA will issue a design-build construction services agreement, under which the subcontractor will provide project permitting, design administration, and construction of the project. Construction will include labor, materials, equipment, site management fees, and any other requirements to complete the scope of work.
Bidders acknowledge that the award of the construction contract is contingent upon the GC receiving a construction contract award from CSULB. Bidders also acknowledge that the award of a preconstruction contract does not guarantee the award of the construction contract. The DB trade contractor is contractually required to hold his proposed construction cost, as modified by change order. The contract between GC and subcontractor is tied to the DB trade contractor¿s DB proposal and bid amount.
