PEO GCS TEAMS Support Services

The Army Contracting Command-Detroit Arsenal (ACC-DTA) awarded a sole source, firm fixed price delivery order to Transvoyant, Inc. to provide maintenance and operational support for the Total Enterprise Asset Management System (TEAMS). This mission-critical enterprise web application supports the Program Executive Office Ground Combat Systems (PEO GCS) Knowledge Center Portal, as well as PEO CS&CSS, USMC, and SOCOM. The scope of work includes sustaining system integrity, managing bi-monthly software deployments, ensuring compliance with DoD Security Technical Implementation Guides (STIGs), and maintaining custom intrusion detection and error reporting systems. The government maintains full ownership of the software and source code, with all changes managed through a Change Configuration Board. The contract structure consists of a 12-month base year, four 12-month option years, and a six-month extension period under FAR 52.217-8, with a total potential performance period extending through September 18, 2025. Based on historical data from the associated Blanket Purchase Agreement, the estimated value ranges between 12 million and 22 million dollars. This award was justified as a sole source procurement under FAR 8.405-6(a)(1)(i)(B) and 41 U.S.C. 4106(c)(2) due to Transvoyant's unique expertise as the original developer and the high technical risk associated with transitioning the system to a new vendor. Performance is managed out of Warren, Michigan, and requires specialized expertise in SQL Server administration, cryptology, and complex server configurations.
