Permit No. 19755 – State Route (SR) 70 Binney Junction Project

The State Route 70 Binney Junction Project, managed by Caltrans District 3 in Marysville, California, is authorized under Permit No. 19755 and complies with California Code of Regulations, Title 23, Article 3, Section 6. This infrastructure project focuses on flood control and roadway improvements, specifically involving the construction of a setback levee adjacent to the east finger levee to facilitate the realignment of SR 70. The scope of work includes installing cutoff walls within the east setback, west finger levees, and portions of the Marysville Ring Levee, as well as constructing a new pump station and discharge pipe through the west finger levee. Additional requirements involve replacing the floodgate and pipe gate, realigning portions of the Marysville Ring levee and 24th Street, and replacing the Marysville and Binney Junction underpass. The project also encompasses the removal of existing culverts, headwalls, and pump stations, the placement of fill for Union Pacific Railroad track relocation, and the lowering of the roadway profile at the underpass. Environmental clearance was granted via a Notice of Determination dated August 22, 2025, by the Central Valley Flood Protection Board, which concluded that the project would not have a significant environmental effect based on an Environmental Impact Report prepared by Caltrans. The work is located in Yuba County along the Simmerly Slough levee, extending from south of 14th Street to north of Cemetery Road, and includes the use of a designated staging area along SR 70.
