Permit No. 19915 – Fulwider/O’Neil Cross Levee Fence Project

The Central Valley Flood Protection Board is overseeing Permit No. 19915 for the Fulwider/O'Neil Cross Levee Fence Project located on the left bank of the Sacramento River at Levee Mile 3.29 in Sacramento County. The project involves the installation of a metal chain-link cross levee fence and recessed stairs with railing on the landside of the levee. The fence will consist of 6-foot-high by 8-foot-wide sections, featuring 11 removable sections along a 77-foot waterside slope and 6 non-removable sections along a 36-foot landside slope. Vehicle access will be provided via a 14-foot-wide double-leaf gate across the levee crown. Additional construction details include 8 concrete steps on the waterside slope and 26 concrete steps on the landside slope, both 36 inches wide with 6-inch wide concrete curbs and 36-inch by 12-inch concrete landings at the top and bottom. The landside slope will also include a metal handrail. Technical specifications require that fence posts be embedded 18 inches below the crown and slope, with a maximum excavation depth of 12 inches for the stairs. The project has been granted a Notice of Exemption from CEQA under categorical exemptions 15302, 15303, and 15304, as it is classified as replacement/reconstruction, small structure construction, and minor land alteration.
