The U.S International Boundary and Water Commission hereby gives notice of thier intent to award a personal service contract as authorized pursuant to 22 U.S.C. 277d-3 to James Walker Services (DUNS 080312399) on a sole source basis utilizing FAR 13. There is only one responsible source and no other supplies or services will satisfy agency requirements. See posted J&A for further information. This is not a request for competitive proposals. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
