COMBINED SYNOPSIS/SOLICITATION – INTEGRATED PEST MANAGEMENT (IPM) SERVICES 


This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12 and the applicable Revolutionary FAR Overhaul (RFO) class deviation. This announcement constitutes the solicitation and quotations are being requested in response to this notice.


The Department of Health and Human Services (HHS), Indian Health Service (IHS), Albuquerque Area Office (AAO), is soliciting quotations for comprehensive Integrated Pest Management (IPM) services for the Santa Fe Indian Health Center and San Felipe Health Clinic.

Period of Performance: One (1) base year and four (4) one-year option periods, with the potential extension of services for up to six (6) months pursuant to FAR 52.217-8.


The Contractor shall provide all labor, supervision, personnel, equipment, materials, pesticides, transportation, licenses, permits, monitoring devices, reporting, and other resources necessary to provide comprehensive IPM services in accordance with the attached Statement of Work (SOW).

This acquisition is set aside for eligible Indian Small Business Economic Enterprises (ISBEEs). Quoters shall complete and submit the required IHS IEE Representation Form with their quotation.


BASIS FOR AWARD


The Government intends to award one (1) Firm-Fixed-Price contract to the responsible quoter whose quotation is technically acceptable, has acceptable past performance, and offers the lowest evaluated price determined fair and reasonable.


The Government will evaluate quotations using the following factors:


  1. Technical Capability
  2. Past Performance
  3. Price

Technical Capability and Past Performance will be evaluated on an Acceptable/Unacceptable basis. Price will be evaluated for completeness and accuracy and to determine whether the quoted price is fair and reasonable.


QUOTATION SUBMISSION


Quoters shall submit:


  • Volume I – Technical Capability
  • Volume II – Past Performance
  • Volume III – Completed Pricing Schedule
  • Completed IHS IEE Representation Form
  • Any other required representations and certifications identified in the solicitation
