Hillsborough County plans to award a noncompetitive contract totaling $1,020,000 over three years to Legend and White Animal Health Corp., Smelt Feed and Pet Supply, Inc., and Dry 24 Water Restoration LLC for the supply of pet food, specialized pet diets, and pet treats. This procurement is based on the county’s determination that a competitive process is not feasible due to market volatility, and it aligns with the county’s procurement policy for pet food supplies. The contract will be executed through a distribution of goods according to the Pet Resources Department’s needs, with pricing obtained via competitive quotes at the time of each order. The county retains the right to extend, modify, or increase the scope and duration of the contract as necessary to accommodate changing conditions. Additionally, the county has opened the opportunity for other qualified suppliers to challenge the award by submitting supporting information if they believe they can provide comparable products or services. Such challenges must be submitted by May 21, 2024, and will be reviewed to determine if genuine competition exists before finalizing the award. The contract emphasizes flexibility in scope and duration, allowing adjustments based on evolving requirements, and encourages interested parties to contact the designated county representative for further information.

Hillsborough County intends to recommend the award of a noncompetitive procurement to Legend and White Animal Health Corp., Smelt Feed and Pet Supply, Inc., and Dry 24 Water Restoration LLC in an aggregate amount of $1,020,000.00 for a three (3) year period, to be distributed across the awarded contracts based upon the Pet Resources Department’s need for pet food, specialized diet pet food, and pet treats, and the competitive quotes received. This procurement is being made in accordance with Section 3-208(24) of the County’s Procurement Policy as it is for pet food supplies, and it has been determined that a competitive procurement process is not practicable or in the County’s best interest due to market volatility. An anticipated products list is included; however, it is not all inclusive and is based upon veterinary discretion and needs to provide care and treatment to the animals housed at the Pet Resource Center. Pricing for goods requested will be requested via competitive quotes from the awarded Contractors at the time of the order. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. By way of this notice, additional qualified suppliers may be considered for contract award. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached product list must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call +1 (555) 000-0000.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
