The Naval Surface Warfare Center Indian Head Division intends to award a firm fixed price purchase order exclusively to Vision Research, Inc. for a Phantom Camera, as the company is the original equipment manufacturer and does not permit third-party resellers or distributors, making direct procurement the only feasible option. This non-competitive action is justified under FAR 12.102(a), which permits sole-source contracting when only one source exists capable of meeting the government’s requirements. The procurement is classified under NAICS code 334310 and Product Service Code 6710, and no request for quotes will be issued. Interested parties may submit documentation to demonstrate that competition would benefit the government, but all submissions must be received by June 29, 2026, at 10 a.m. EST, and must include clear, convincing evidence of alternative capability. Responses must be submitted electronically to Erica Sites and must originate from vendors registered in the System for Award Management; oral communications are not accepted, and the government will not cover any costs associated with responding to this notice.
