Phase 2 Storm Damage Repair of Los Vaqueros Road and Culvert 24 within the Los Vaqueros Watershed – FEMA 4683 Project (Notification of Lake or Streambed Alterat

The California Department of Fish and Wildlife has authorized the Contra Costa Water District to proceed with Phase 2 storm damage repair work on Los Vaqueros Road within the Los Vaqueros Watershed under Lake and Streambed Alteration Agreement EPIMS-CCA-55581-R3, issued pursuant to Section 1602 of the Fish and Game Code. The project involves replacing a 72-inch corrugated metal pipe culvert with a new 84-inch culvert approximately 100 feet in length, while simultaneously restoring the northbound roadway shoulder and stabilizing an eroded embankment via a soldier pile retaining wall with pre-cast concrete lagging. Work takes place at Kellogg Creek, a tributary to Old River, in Contra Costa County, near the Los Vaqueros Reservoir Marina, with inspection and acceptance occurring on-site. The project qualifies for a categorical exemption under California Code of Regulations Title 14, Section 15301(b), as a minor alteration to an existing public facility, and no federal acquisition regulations apply. The Contra Costa Water District is responsible for implementation, with oversight provided by the California Department of Fish and Wildlife’s Region 3 - Bay Delta office, represented by Senior Environmental Scientist Sanjay Das, and contractor liaison Cody Erickson.
