Phase II and Phase Ill Sewer Collection System Project

The Phase II and Phase III Sewer Collection System Project, managed by the Hi-Desert Water District in Yucca Valley, California, involves the installation of 64 miles of PVC sewer pipeline and three lift station facilities. This infrastructure expansion is designed to comply with California Regional Water Quality Control Board septic tank prohibitions. Specifically, Phase II includes the Kickapoo and Paxton segments, which encompass the installation of approximately 18.7 miles of 8-inch PVC sewer main pipes, 1,447 service laterals, and full street width pavement rehabilitation. The project is subject to strict environmental compliance under the California Environmental Quality Act and the California Endangered Species Act. Key requirements include adherence to Incidental Take Permit No. 1927-ITP-2025-009-06 and its March 2026 amendment for the protection of the Western Joshua Tree. Additionally, the project mandates pre-construction burrowing owl surveys conducted by a qualified biologist at least 14 days prior to activity and the implementation of a Native Plant Survey and Relocation Plan in accordance with Yucca Valley Ordinance No. 140.
