The Healthcare Contracting Division – West intends to issue a solicitation for a firm fixed-price, non-personal services contract for Phlebotomist services for the 51st Medical Group (51 MDG), Osan Air Base, Republic of Korea. This requirement is for a period of performance from 20 September 2026 – 19 September 2027 (base period), plus four (1) one-year option periods.



Contract personnel shall conduct all duties of Phlebotomist and follow all terms, conditions, general and special provisions, specifications, and attachments contained in the Performance Work Statement or incorporated by reference. In addition to the education, certification, and experience listed in the basic contract and in the position description, the Phlebotomist shall perform phlebotomy and front desk tasks that comply with DHA policy and guidance, to include required standards of care and clinical practice guidelines.



Required qualifications include, but are not limited to:



  • Education: At minimum, high school equivalent and a graduate from an academic course of phlebotomy that includes 120 didactic hours.
  • Licensure/Certification/Registration:  The contract personnel shall have completed a phlebotomy course that includes 120 didactic hours Contract personnel shall have and maintain current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross CPR/BLS Course.
  • Experience: Within the last three (3) years, contract personnel shall have completed 1040 hours as a Phlebotomy Technician performing phlebotomy procedures and have prior experience working with a medical health information system. Must have performed 50 successful venipuncture using a straight and a butterfly needle and 10 successful skin punctures. The contract personnel shall have proficient knowledge of medical laboratory terminology. Contract Personnel who possess at least one (1) year of Lab experience within the last three (3) years as a clinical pathologist and medical/clinical technologist or a nurse are eligible to apply if they meet experience requirement.
  • English for Non-Native Speakers: The Contractor personnel working on this contract shall be able to communicate in the English language at a proficiency level of a native speaker (as demonstrated by Test of English for International Communication (TOEIC) score greater than or equal to 700, which was obtained within the last three (3) years) and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the Contractor personnel does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement Contractor personnel that does possess the required language proficiency skills required of the position, at no additional cost to the Government.


The NAICS code for this proposed procurement is 621511 and the annual size standard is $41.5M.  This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in June 2026.  No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled. 



NOTICE TO OFFERORS


All sources may submit a quote as applicable.  However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. 



If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
