The Pie Ranch Master Plan is a development project located on a 13-acre site at 2080 Cabrillo Highway in Pescadero, California, managed by the San Mateo County Planning and Building Department under file number PLN2015-00208. The project seeks a Coastal Development Permit and a Planned Agricultural Development Permit to support the ranch's role as an educational working farm. Key physical improvements include the legalization of an 820 square foot outdoor commercial kitchen and signage, reinforcements and repairs to the farmstand featuring a new commercial kitchen, a 605 square foot covered deck, two new restrooms, and ADA and drainage upgrades. Additionally, the plan includes the construction of a 1,500 square foot bunkhouse to house eight workers, replacing three unpermitted yurts, and a new 300 square foot restroom building, along with expansions to the septic and water storage systems. Separate exemptions cover the addition of an agricultural shed with a loft, a greenhouse, and the renovation of a harvest shed. The project also legalizes various agricultural and public events, such as barn dances, farm tours, and weddings. Environmental considerations are central to the plan, as portions of the site are located within Flood Zone A, requiring specific base flood elevation studies for the farmhouse and farmstand. Biological assessments have been conducted to protect special-status species, including the Monterey pine and California red-legged frog, with established buffers and mitigation measures to minimize habitat impact. Traffic studies indicate that existing driveway operations and parking are sufficient for typical and special event volumes, though any work within the Caltrans right-of-way requires an encroachment permit. The project is subject to the California Environmental Quality Act and is appealable to the Coastal Commission.
