AI Contract Overview
The Pike Underground Utility Upgrade procurement, identified by solicitation number 1240LT26Q0090, is a combined synopsis/solicitation issued under FAR Part 12 as a Request for Quotation for commercial services, exclusively set aside for 100% small business concerns with a size standard of $45 million under NAICS code 237110. The scope of work requires comprehensive underground utility upgrades including sewer line repairs, leach field installation, waterline construction, and septic tank replacement at multiple locations within the Pike San Isabel National Forest, specifically at Lake George, Monument Fire Center, and Fairplay Work Center, with optional work at AG Ranch contingent on funding availability. All work must be performed in strict accordance with approved final drawings, specifications, and the Construction Manual, which includes detailed requirements for material handling, storage, marking, and preservation—such as maintaining factory-applied end-caps on piping and protecting plastic materials from direct sunlight. The contract mandates compliance with numerous FAR clauses covering construction inspection, changes, wage rates, payrolls, labor standards, warranty, security, and electronic payment systems, along with unique terms from the USDA’s AGAR regarding DEI compliance and unenforceable supplier terms. Performance must begin within 10 calendar days of notice to proceed and complete no later than November 30, 2026, with work prohibited during frozen or saturated conditions, particularly during anticipated winter months from October to April. Quotations are due by July 13, 2026, at 1000 a.m. local time and may be submitted either physically to the USDA-FS office in Ogden, Utah, or electronically via email to the Contracting Officer, Lucas Dahlman. Offerors must submit a complete technical approach, past performance documentation, pricing in the provided Excel Schedule of Items (with all figures rounded to the nearest whole dollar, no cents allowed), and a bid bond as required by FAR 52.228-1, along with 100% performance and payment bonds upon award. The award will be made to the offeror providing the best value based on technical approach and fair and reasonable pricing, with no formal trade-off process conducted. Payment terms require monthly progress payment requests with full itemization, subcontractor details, and certification of compliance, and the government retains the right to audit records, inspect work sites, and access electronic project management systems.
