Full Description

Pursuant to FAR Subpart 13.106-1(b)(1), the Missile Defense Agency(MDA), intends to issue a sole source award to Howard University for a period of performance not to exceed 90-days to support the development of a technical assessment program supporting MDA Directorate for Advanced Technology (DV). Services will include assessment of SBIR/STTR proposals, assessment of the pilot program, equipment setup, security compliance and implementation. Howard University is uniquely positioned to provide support to MDA as a Historically Black University (HBCU) classified as a high research activity institution. Howard University's Graduate School of Engineering's focus in Chemical, Electrical, and Mechanical engineering disciplines uniquely qualifies them to conduct multi-topic proposal reviews across the Ballistic Missile Defense System (BMDS) and DV's technology areas of interest. This notice is not a request for quote/proposal and no solicitation will be issued. Any institutions of higher learning (HBCUs/MI) that believes it can provide the stated services can provide supporting documents demonstrating its capabilities.
