AI Contract Overview
The contract solicitation SPE4A5-26-T-103U seeks three units of a PIN, SHOULDER, HEADED (NSN 5315-00-801-5624) with delivery required within five days after order placement to a U.S. military facility in Tainan, Taiwan, under FOB Origin terms. The procurement is governed by a suite of Department of Defense and Federal Acquisition Regulation clauses, including mandatory compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for labeling and barcoding, where a 2D Data Matrix barcode is required. Packaging must follow DLA’s RP001 requirements, with a Level B designation and specific codes indicating clean/dry preparation without preservation or cushioning materials. Item Unique Identification is waived per the service customer’s request under DFARS 252.211-7003(c)(1)(i), though all other marking and hazard labeling must conform to OSHA’s Hazard Communication Standard and applicable federal regulations, with label samples submitted for approval prior to award. Quality assurance is enforced through sampling protocols mandating MIL-STD-1916 or an equivalent zero-based plan with zero non-conformances required in the sample lot unless otherwise specified; attributes are classified with verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Contractors must adhere to NIST SP 800-171 Rev. 1 cybersecurity requirements, including reporting full assessments via the Supplier Performance Risk System, achieving compliance scores, and submitting System Security Plans and Plans of Action and Milestones. The solicitation incorporates stringent DFARS clauses for safeguarding covered defense information, prohibiting covered telecommunications equipment, restricting hexavalent chromium use, and requiring U.S.-flag vessel transport for ocean shipments. Offerors must hold active SAM registration, a valid UEI and CAGE code, and submit representations regarding size status and socioeconomic categories, with no pricing information provided in the solicitation. All submissions are exclusively through the DLA Internet Bid Board System by May 7, 2026, and invoicing must be conducted via WAWF under DFARS 252.232-7006, with inspection and acceptance occurring at origin by government representatives.
