The contract calls for the procurement of 30 straight-headed pins, identified by NSN 5315-01-483-3588, under solicitation SPE4A6-26-T-50A6, with a response deadline of May 18, 2026, and a required delivery within 166 days after the delivery order is placed. The item is subject to export control under either ITAR or EAR, restricting any disclosure or transfer of associated technical data to foreign persons, including foreign nationals within the U.S., and requires contractors to hold approved US/Canada Joint Certification Program credentials, complete mandatory DLA training, and obtain prior authorization to access the controlled data. Packaging and marking must strictly adhere to RP001 DLA requirements and MIL-STD-2073-1E for preservation and packaging, and MIL-STD-129 for labeling and barcoding, with specific parameters defined for cushioning, unit containers, and prohibited materials such as mercury compounds. Inspection and acceptance occur at the origin, with the Government assuming full responsibility for verifying compliance with MIL-STD-1916, MIL-STD-105, SAE AS9003, and ISO 9001 tailoring, while FOB destination terms place transportation risk and cost solely on the contractor. Delivery is to the DLA Distribution facility in New Cumberland, Pennsylvania, with electronic invoicing required through WAWF using approved document types, and compliance with cybersecurity standards under NIST SP 800-171 is mandatory, including submission of a System Security Plan and self-assessment score via SPRS. Contractors must also comply with multiple DFARS clauses covering safeguarding defense information, cyber incident reporting, prohibited telecommunications equipment, whistleblower rights, employment eligibility verification, and hazardous material labeling under OSHA and alternative federal statutes, with all representations on size status, UEI, CAGE code, and potential covered telecommunications equipment required prior to award. The contracting activity is the DLA ASC Commodities Division, with Ericka Mosley as the primary point of contact, and the contract type remains unspecified but is likely firm-fixed price given the nature of the procurement.
