Pioneer Trail and Williams Road Intersection Improvements

The Pioneer Trail and Williams Road Intersection Improvements project involves a comprehensive roadway realignment and upgrade centered on realigning Williams Road approximately 150 feet to the east to create a perpendicular intersection with Pioneer Trail, enhancing sight distance and reducing curvature-related hazards. Work includes milling, resurfacing, widening, and reconstruction along both roads, installation of new 4-foot paved shoulders and two 6-inch thick concrete driveways/aprons on Pioneer Trail, extension of left turn lanes at Williams Road and Otter Boulevard for additional storage capacity, and implementation of drainage conveyance improvements, new storm structures, erosion control devices, signage, pavement markings, and striped medians. All travel lanes will remain 11 feet wide, posted speeds will be maintained, and both intersections will remain stop controlled. The scope is defined by Attachment A, supported by Construction Plans (Exhibit E, April 24, 2026 version) and Technical Specifications (Exhibit F, August 11, 2025 version), with all work governed by Volusia County standards and Florida statutes. The contract is subject to General Conditions (Exhibit A) and Special Conditions (Exhibit B), which include detailed provisions for insurance, bonds, changes, payments, termination, and dispute resolution under Florida law and local county code.
