Full Description

Hillsborough County intends to recommend the award of a sole source procurement to Infrastructure Repair Systems, LLC., for a one (1) year period (through March 28, 2026), at a total cost of $63,639.50, for ongoing and as-needed purchases of pipe patch repair kits. This system allows for a no dig, permanent pipe repair solution to be completed on damaged pipes, throughout the County. In April of 2024, the County purchased a total of three (3) Infrastructure Point Repair Systems, these proprietary repair kits are exclusive to this equipment and only available from the original equipment manufacturer (OEM) manufacturer. This procurement is being made in accordance with Section 3-205(2)(e) of the County’s Procurement Policy as the particular, specified parts, and warranties for proprietary equipment, are only provided by the OEM, Infrastructure Repair Systems, LLC. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and that are substantially and materially the same as those identified in the attached vendor quote, dated March 28, 2025, and sole source letter, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
