The contract solicits seamless pipe meeting ASTM-B-444 specifications, with a 10NPS SCH10S grade, limited to maximum 20-foot lengths and a dimensional tolerance of +3/16 inch to 0 inch, to be supplied under a sole-source procurement by the Navy’s NAVICP-MECH organization. The technical requirements are defined entirely by the catalog number and military specification, with no accompanying drawings or technical data, and strict compliance with revision control is mandated — only the cited document revisions are acceptable unless written approval is obtained from the Contracting Officer. Deviations or waivers for non-conforming items require detailed justification, including technical data, impact assessments on form, fit, and function, and must be submitted to the Government Quality Assurance Representative for review before any action. The contract explicitly prohibits the intentional use of mercury or mercury-containing compounds in materials, and all supplies must be packaged per MIL-STD-2073. Pricing is valid for 60 days after the closing date indicated on the quotation, and all contractual documents are considered issued when transmitted electronically or via mail. The solicitation enforces mandatory use of Workflow Pro for payment and invoice processing, requires adherence to cybersecurity maturity certification levels, and includes specific clauses on equal opportunity for veterans and workers with disabilities, small business program representations, and priority ratings for national defense purposes. The place of performance and delivery are governed by FOB destination terms, and all deliveries must be accompanied by a Certificate of Compliance per DI-MISC-81356, submitted to NAVSUP-WSS code N9433 for each unique contract line item. The contracting office is located in Mechanicsburg, PA, with direct contact through the primary point of contact, and offers must be submitted before the deadline of August 7, 2026, with no set-aside designated for small businesses or other categories. The NAICS code 331420 confirms the procurement relates to metal pipe and tube manufacturing.

NOTES 6.1 Information regarding abbreviations, symbols and codes appearing on DD Form 1423 - The following information is provided to assist in understanding the intent of the requirement to provide a deliverable item to the government. The explanation of abbreviation, symbols and codes found in a block follows the block number as they appear on the DD Form 1423. Block A: Is the actual contract line item no. Block B: Is the actual collective physical list of the deliverable item(s) which are part of the total requirement of the contract/purchase order. Block C: Is the category of data required, TDP is defined in MIL-T-31000. TM is defined in Part 1X, Section B of DODI 5000.2. NAVICP has reasoned that most DD Form 1423's included in our solicitations meet the requirement of TDP as NAVICP does not regularly purchase only Technical Manuals without purchasing hardware and related TDP software. Therefore, most NAVICP DD Form 1423 category code will be TDP. Block D: Is the name of the parent system, next higher assembly, or the item being purchased. Block E: Is the purchase request number, request for proposal number, invitation for bid number or another number for tracking and monitoring purposes. Block F: Is the successful offerors name and or cage code. Block G: Is the name of the individual and or the code/activity of the individual who prepared the DD Form 1423 and included the requirement in the Technical Data Package (TDP). Block H: Self explanatory. Block I: Is the name and signature of the individual who approved the content and the need for inclusion of the DD Form 1423 in the TDP. Block J: Self explanatory. Block 1: Is the Exhibit Line Item Number (ELIN). Block 2: Is the title of the data item cited in Block 4. Block 3: Is the subtitle of the data item cited in Block 4 and is used if the title requires clarification. Block 4: Is the actual Data Item Description (DID) number or the actual Technical Manual Contract Requirements Number. In the event the DD Form 1423 is requiring a technical manual the numbered TMCR will be an attachment to the contract/purchase order. Block 5: Is the section and paragraph area, where the requirement statement for the DD Form 1423 will be found. Block 6: Is the activity that will inform the contractor of approval, conditional approval or disapproval of the deliverable item. Block 7: Is a code which designates authority for inspection and acceptance of the deliverable item. The definition of the codes is as follows: DD Form 250 Code Inspection Acceptance SS (1) (2) DD (3) (4) SD (1) (4) DS (3) (5) LT (6) (7) NO (8) (8) XX (9) (9) (1) Inspection at source. (2) Acceptance at source. (3) No inspection performed at source. Final inspection performance at destination. (4) Acceptance at destination. (5) Acceptance at source. Acceptance based on written approval from the Contract Officer. (6) Letter of transmittal only. LT should not be used when inspection is required. The data is sent by the contractor directly to the personnel listed in Block 14 of the DD Form 1423. LT is used when the contracting agency does not desire to have a DD Form 250 for each and every piece of data developed by the contractor. The only other authorized use of LT is the special case where the contracting agency does not desire to have separate DD Forms 250 but desires to have a Government quality assurance representative perform inspection. The Government quality assurance representative shall be listed on the distribution in Block 14 and requested to provide comments via the quality assurance letter of inspection. Use of the symbol LT is not authorized for data comprising final delivery of Technical Data Package of for Technical Manuals. (LT may, however, be used for delivery of preliminary TDP's or TM's). (7) As specified in Block 8 of the DD Form 1423. (8) No inspection or acceptance required. No DD Form 250 or letter of transmittal required. Use of the symbol NO is not authorized for data comprising Technical Data Packages or for Technical Manuals. (9) Inspection and acceptance requirements specified elsewhere in the contract. Block 8: Is the approval code - Items of critical data requiring specific advanced written approval prior to distribution of the final data item will be identified by placing an "A" in this field. This data item requires submission of a preliminary draft prior to publication of a final document. When a preliminary draft is required, Block 16 of the DD Form 1423 will show length of time required for Government approval/disapproval and subsequent turn-around time for the contractor to resubmit the data after Government approval/disapproval has been issued. Block 16 will also indicate the extent of the approval requirements, e.g., approval of technical content and/or format. Block 9: Is the distribution statement code which explains how the Government can circulate the deliverable item. The definition of codes A, B, C, D, E, F or X is as follows: A. Block 17: Is the block where the bidder or offerer is to enter the appropriate price group. The price group are defines as follows: A. Group I - Data which the contractor prepares to satisfy the Government's requirements. The contractor does not need this type of data to perform the rest of the contract. Price would be based on identifiable direct costs, overhead, General and Administrative (G&A) and profit. B. Group II - Data essential to contract performance which must be reworked or amended to conform to Government requirements. The price for data in this group would be based on the direct cost to convert the original data to meet Government needs and to deliver it, plus allocable overhead, G&A and profit. C. Group III - Data which the contractor must develop for his own use and which requires no substantial change to conform to Government requirements regarding depth of content, format, frequency of submittal, preparation, and quality of data. Only the costs of reproducing, handling and delivery, plus overhead, G&A and profit, are considered inpricing data in this group. D. Group IV - Data which the contractor has developed as part of his commercial business. Not much of this data is required and the cost is insignificant. The item should normally becoded "no charge." An example is a brochure or brief manual developed for commercial application which will be acquired in small quantities, and the added cost is too small to justify the expense of computing the charge that otherwise would go with the acquisition. Block 18: Enter the total estimated price equal to that portion of the total price which is estimated to be attributable to the production or development for the government of that ITEM OF DATA. THE ENTRY "N/C" FOR "NO CHARGE" is acceptable. 6.2 1. TUBE,METALLICThis contract is for the supply of metallic tubing meeting MIL-T-16420 specifications, designated as SPECIAL EMPHASIS Level I material due to its critical use in shipboard systems where failure could result in loss of life, vessel damage, or system failure. The tubing must be seamless, made from 70/30 copper-nickel alloy, annealed, with a standard outside diameter of 3.500 inches and minimum wall thickness of .165 inch, and supplied in mill lengths. Each tube must pass a hydrostatic pressure test for a minimum of five minutes in accordance with MIL-T-16420, and ultrasonic inspection per T9074-AS-GIB-010/271 is required. Certification of compliance is mandatory for every shipment and must reflect actual test data without disclaimers or annotations such as "to the best of our knowledge." All material must be traceable from raw heat lot through final production, with permanent and temporary markings conforming to MIL-STD-792 and SAE AMS standards, ensuring direct linkage to chemical and mechanical test reports. The supplier must maintain an approved quality system, either ISO-9001 with ISO-10012 and ISO/IEC 17025, or MIL-I-45208 with MIL-STD-45662, subject to Government audit. Certification documentation, including test results and compliance statements, must be submitted via WAWF to Portsmouth Naval Shipyard for review and acceptance prior to shipment, with shipment blocked until formal acceptance is granted. Inspection occurs at destination, and Government quality assurance reserves the right to reject any single defective unit, resulting in rejection of the entire lot. No deviations or waivers are permitted without Contracting Officer approval submitted through ECDS. Delivery schedules require certification data submission at least 20 days before delivery, with final delivery window extending up to 365 days; early or incremental delivery is acceptable at no extra cost. The contract is issued under Emergency Acquisition Flexibilities, is a total small business set-aside, and includes Buy American requirements, warranty of 365 days after acceptance, and strict prohibitions against mercury and unauthorized marking. All subcontractors must comply with the same traceability and quality requirements, and the prime contractor is responsible for ensuring supplier compliance through documented evaluation and audit processes.

58--PROJECTOR,SONAR, IN REPAIR/MODIFICATION OFThe contract involves the repair of fifteen units of NSN 5845-015035473, a sonar projector, under the authority of FAR 6.302-1, allowing for non-competitive solicitation due to the unique nature of the part and lack of available data rights. The Government does not own the technical drawings, designs, or data necessary to procure repairs from alternative sources, and reverse engineering or purchasing the rights to the data has been deemed uneconomical. Repairs must be conducted in accordance with Reference 400131-501, and no new procurement or replacement of the units is permitted. All repair work is to be performed with the understanding that the part cannot be sourced commercially or from other vendors due to proprietary and technical restrictions. Delivery is FOB origin, meaning the contractor assumes responsibility for the item once it leaves their facility. The solicitation, identified by number N0010426RND71, is posted as a presolicitation with a response deadline of September 8, 2026. Proposals submitted within 45 days of publication, or 30 days if under an existing Basic Ordering Agreement, will be considered, though no competitive procurement is guaranteed. Only offerors who meet qualification requirements at the time of award, as defined by FAR clause 52.209-1, will be eligible for contract award. Market research confirms the Government is not utilizing commercial item acquisition policies under FAR Part 12, although interested parties may nonetheless indicate if they can supply a commercial item alternative within 15 days. Technical documentation referenced in the repair process is not housed at DODSSP and must be accessed through ASSIST-Online or ordered via the DODSSP website after account registration. The point of contact for additional information is Rachel E. Kern, with the office located in Mechanicsburg, Pennsylvania, under the Naval Supply Systems Command Weapon Systems Support.

28--LEVER PLATE SPECIALThe Government is seeking to procure three units of the NSN 1H-2825-014815072-X3, identified as a 28–LEVER PLATE SPECIAL, under a sole-source contract authorized by FAR 6.302-1 due to the unavailability of competitively sourced alternatives. The Government does not own or have access to the technical data rights necessary to procure repairs or replacements from other sources, and both acquiring those rights and reverse engineering the part have been deemed uneconomical. Deliveries are required to two designated locations: W25G1U at DLA Distribution in New Cumberland, Pennsylvania, and W62G2T at DLA Distribution in Tracy, California. Although this notice is not a request for competitive bids, interested parties may submit capability statements or proposals within 45 days of the publication date, or 30 days if awarded under an existing Basic Ordering Agreement, to be considered for award. The Government reserves the right to determine whether competition is feasible based on submissions and will only award if the offeror, product, or manufacturer meets all qualification requirements at the time of award, as per FAR clause 52.209-1. Market research confirms that the acquisition does not fall under FAR Part 12 commercial item procedures, though vendors may still indicate if they can provide an equivalent commercial item within 15 days of notice. All inquiries and qualification details must be directed to the primary point of contact, Melissa A. Farness, at NAVSUP Weapon Systems Support Mech in Mechanicsburg, Pennsylvania.

While this action is not a competitive solicitation, responsible parties may submit proposals, quotations, or capability statements within 45 days of the notice date, or 30 days if awarded under an existing Basic Ordering Agreement, to allow the government to evaluate potential competition. Technical specifications and supporting military standards can be accessed through ASSIST-Online or the DODSSP system, though proprietary items like drawings, patterns, and deviation lists are not available through these channels. The contracting office is part of the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, with Stephen A. Knox as the designated point of contact.
