The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0003 to Bell Helicopter Textron, Inc. to address a critical technical issue within the United States Marine Corps H-1 Program. The procurement focuses on implementing corrective action to ensure proper clearance between the pitch control link and the cuff adapter lug. This action is necessary because the fleet has experienced contact between the pitch control link rod end and the cuff adapter lug, leading to the premature removal and scrapping of essential rotor components. This procurement is being conducted as a sole-source award under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2), as Bell Helicopter Textron, Inc. is the sole designer, developer, and manufacturer of the H-1 aircraft and possesses the exclusive knowledge and capability required to manufacture these systems. This effort falls under a broader five-year justification and approval for the H-1 Helicopter program, which supports UH-1N/AH-1W and UH-1Y/AH-1Z aircraft and simulators through supplies, design change control, and maintenance engineering. The performance for this specific action is located in Hurst, Texas.

The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-11-G-0003 to Bell Helicopter Textron, Inc. (BHTI) to incorporate corrective action that provides the appropriate clearance between the pitch control link and the cuff adapter lug necessary to support the United State Marine Corps H-1 Program. This procurement will be in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that BHTI is the sole designer, developer, and manufacturer of the H-1 aircraft. BHTI is the only known company with the knowledge, data, and capability to manufacture these systems. This notice is for informational purposes only. See note 22.
