AI Contract Overview
The National Institute of Standards and Technology (NIST) is seeking information on potential sources for a PitchBook software subscription to support its CHIPS Research and Development Office, which relies on the platform for comprehensive venture capital, private equity, and M&A transaction data across multiple critical programs including CHIPS SBIR, the National Semiconductor Technology Center, and Research Security and Safeguarding International Science. NIST has determined that PitchBook Data Inc. is the only provider capable of delivering the unique, proprietary features of its platform—including real-time direct data, an Excel plugin for customized modeling, and a specialized desktop interface—that are essential to ongoing operations and cannot be replicated by any alternative solution. Without an alternate source identified, NIST intends to proceed with a sole source award to PitchBook under FAR 13.106-1(b), with the NAICS code 513210 and a $47.0 million size standard. Responses to this notice must include company details, capability statements, authorization documentation if applicable, small business status, relevant federal contracts, experience records, and any additional market research information, but must not contain proprietary data. Responses are due by July 23, 2026, and must be submitted via email in Word, Excel, or PDF format to the designated points of contact. Any questions about the requirement must be submitted by 8:00 a.m. Eastern Time on the same date and will be addressed collectively in an amended notice. This notice is strictly for market research and does not constitute a solicitation, invitation to quote, or commitment to award a contract. NIST will evaluate all submissions to inform future acquisition decisions and retains the right to use the information provided for any purpose it deems necessary. Respondents are advised that they will not be reimbursed for any costs incurred in preparing their responses, and no obligation is created by this notice beyond the conduct of market research.

Full Description
***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***
The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing Pitchbook software subscription. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Pitchbook Data Inc., 901 Fifth Avenue Suite 1200, Seattle, WA 98164, under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 513210, Software Publisher with a size standard of $47.0 M.
The National Institute of Standards and Technology (NIST) CHIPS Research and Development (R&D) Office requires continued access to the Pitchbook venture capital and private equity market analysis tool platform which delivers data, research, and technology covering private capital markets, including venture capital, private equity, and mergers and acquisitions transactions. This software supports multiple programs including CHIPS SBIR, CHIPS National Semiconductor Technology Center Program, CHIPS National Advanced Packaging and Manufacturing Program, CHIPS Manufacturing USA Program, CHIPS Metrology Program, and the NIST Research Security and Safeguarding International Science program.
PitchBook's proprietary data ecosystem and integrated analytical tools include the following key features such as real-time direct data, the Excel plugin for customized modeling, and the Desktop interface are unique to the PitchBook platform and cannot be replicated. These capabilities are critical to the program's operations, and switching to any alternative would require significant retraining, data migration, and workflow disruption, while still failing to match PitchBook's capabilities.
