THIS IS A COMBINED Sources Sought and Notice of Intent. The U.S. Government currently intends to award a contract to Pitchbook Data, Inc (a Morningstar, INC Company) for continued access to their Pitchbook Software Tool on a SOLE SOURCE basis. However, the Defense Threat Reduction Agency (DTRA) is seeking responses from vendors that may also be able to perform this requirement thereby supporting a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis.

This notice is in support of a proposed Firm Fixed Price (FFP) sole source contract for continued access to the Pitchbook Software Tool. The statutory authority for the sole source procurement is Revolutionary FAR Overhaul Part 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Description of Requirement:
DTRA requires an annual subscription to a commercial, web-based market intelligence and financial data platform that provides real time access to company profiles, financials, deal histories, investor information, and industry analytics to support market research and acquisition planning. The software must include full online access for user(s) license, the ability to export data and generate reports, advanced search capabilities, and customer support for the duration of the subscription, with no installation or Government hosted infrastructure required.
Market research was conducted to identify potential sources capable of meeting the Government's requirement. Upon review of available commercial market intelligence and financial data platforms, it was determined that, while other vendors provide certain business and financial information services, none offer the same combination of proprietary private-market data, venture capital and private equity transaction information, company profiling, analytical capabilities, and integrated research tools required to meet the Government's needs.
Based on the results of this market research, PitchBook was identified as the only source capable of providing the same combination of data coverage, functionality, integration, and timeliness required for this acquisition without substantial duplication of cost, unacceptable delays, or degradation of mission performance.
Period of Performance:
The estimated period of performance for this requirement is a base plus two option-year award.

Interested vendors are asked to submit their company’s capability statement (.pdf format) providing clear and convincing evidence of their qualifications and/or capabilities. Within their submission, vendors must include the following information in their response: 1)name of the firm, 2)point of contact, 3)phone number, 4)email address, 5)UEI number, 6)CAGE code, 7)identify business size (large business or a small business), if applicable, a 8)declaration regarding small business status including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.
Responses shall be sent via email to the Contract Specialist of record for this requirement by/before Wednesday, 29 July 2026 at 1200 EST (Ft. Belvoir local time): Sharon Lightfoot (Sharon.c.lightfoot.civ@mail.mil). Vendor qualifications and attested capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
Telephone inquiries will not be accepted. This notice does not constitute a Request for Quote (RFQ) nor a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. If a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE) as required by FAR 5.2. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.
