The Pizzuto Residential Minor Grading project, identified by case number PDS2018-LDGRMN-20216, is a remedial effort by the County of San Diego to legalize previously completed, unauthorized grading work on a vacant 40-acre residential parcel located at 2755 N. Deer Springs Place in San Marcos, California. The project documents an even cut and fill of approximately 1,207 cubic yards of earthwork that has already occurred, meaning no additional grading or construction is proposed. Access to the site is provided via a private driveway connecting to Deer Springs Place. The project is subject to extensive environmental and regulatory oversight, including a Mitigated Negative Declaration under the California Environmental Quality Act. Key technical assessments include a hydrology study ensuring no increase in peak 100-year storm runoff and a biological assessment that identified impacts to 0.7 acres of granitic southern mixed chaparral habitat, which will be mitigated through the purchase of equivalent habitat in a county-approved bank.
