The City of Escondido has approved a project for the construction of 70 dwelling units located on a 2.73-acre site within the Gateway Transit District. This development is situated within the Downtown Specific Plan (SPA-9) General Plan land use designation and Specific Plan (S-P) zone. The project requires a Tentative Subdivision Map to merge two lots and allow for the subdivision of air space for condominium units, a Planned Development Permit consisting of a Master and Precise Plan to enable ground-floor residential units, and a Design Review Permit for the construction of the units. The scope of work includes the demolition of an existing 60,000 square foot office building and the implementation of ancillary on-site and off-site improvements. These improvements encompass off-street parking, landscaping, a passive open space area, and the repair of any impacted curb and gutter. Stormwater management will be handled via on-site bioretention basins and proprietary biofiltration vaults. The project is categorically exempt under CEQA Guidelines section 15332 for In-Fill Development Projects, as it is consistent with the General Plan and located in an urban area with no habitat value for endangered species. Supporting documentation includes a Phase I Environmental Site Assessment Report by Petra Geosciences, Inc. and a Preliminary Storm Water Quality Management Plan.
