Plan Orinda Partially Revised Environmental Impact Analysis

Plan Orinda is a comprehensive long-range planning initiative undertaken by the City of Orinda to update key components of its General Plan, including the Housing Element, Land Use Element, and the Safety Element within the Environmental Resources Chapter, alongside the establishment of new development and objective design standards for Downtown Orinda. The project culminated in the certification of the Revised Final Environmental Impact Report on March 18, 2025, which consolidated prior environmental review documents including the 2022 Draft EIR, the 2023 Response to Comments, the March 2023 Addendum, the 2024 Partially Revised EIR, and the 2025 Response to Comments on the Partially Revised EIR, all aligned with California’s CEQA requirements. On November 3, 2025, the City Council adopted new zoning ordinances creating five distinct districts—RH-25, RH-40, DCOR-30, DCOR-55, and DG—and amended the Zoning Map to apply these districts to 31 identified opportunity sites outlined in the 6th Cycle Housing Element. Concurrently, Resolution 52-25 (A & B) amended the General Plan Land Use Chapter and Map to reflect the new land use classifications for those same sites, ensuring consistency between land use designations and zoning changes. All actions were fully evaluated within the environmental review process, eliminating the need for separate environmental analysis. Although the project is classified as a forecast with a NAICS code of 541620, it is not a federal procurement and contains no FAR clauses, contract pricing, payment terms, delivery schedules, or procurement-specific requirements; all actions are municipal, regulatory, and planning-based under state environmental law.
