PLAN24-00021 - Victorville AutoZone Project

The Victorville AutoZone Project (PLAN24-00021) involves the development of a 7,380 square-foot commercial retail building on approximately 1.33 acres of undeveloped land in the City of Victorville, California. The project site is located approximately 1.8 miles west of Interstate 15, bounded by Mojave Drive to the south, El Evado Road to the east, and Rocky Knoll Way to the west. Construction deliverables include the retail building, concrete sidewalks, new asphalt and concrete pavement, a trash enclosure, and landscaping. This effort is categorized as a Site Plan Modification to address new biological findings for a retail auto parts store on a General Commercial (C-2) zoned parcel. Due to the impact on 1.33 acres of western Joshua tree habitat, the project is subject to strict environmental regulations. It requires compliance with the California Environmental Quality Act (CEQA), for which a Mitigated Negative Declaration was prepared, and the California Endangered Species Act (CESA). Specifically, the California Department of Fish and Wildlife issued Incidental Take Permit No. 2081-2022-082-06 to authorize the incidental take of the western Joshua tree, a candidate species under CESA. The project was approved by the City of Victorville Development Department on August 13, 2025, and further certified by the CDFW on October 21, 2025.
