The barn will not include plumbing, electrical systems, or exterior lighting, and no grading exceeding 50 cubic yards or vegetation removal will occur. The project is located within the buffer zone of Sisar Creek but not in the watercourse itself, and the use of rodenticides is strictly prohibited. Fire protection will be provided via an existing onsite hydrant, with access restricted to a private driveway connecting to Ojai Santa Paula Road. The permit relies on a CEQA categorical exemption under Section 15303 for small accessory structures, with environmental conditions confirmed through a Notice of Exemption and a CDFW No Effect Determination. The applicant, Roger Tinsley, submitted the request as a private landowner with no federal contracts or procurement mechanisms involved, and the only financial transaction recorded was a $50 administrative filing fee paid to the Ventura County Clerk-Recorder’s Office. Approval was granted on November 7, 2025, with the permit officially filed and posted in early January 2026. Oversight and compliance enforcement are the responsibility of the Ventura County Resource Management Agency, Planning Division, with no federal contracting officers, subcontractors, or procurement clauses applicable to this local land-use authorization.
