Plant Janitorial Services

The California Department of Water Resources is soliciting bids for routine janitorial services for the San Luis Field Division at the Gianelli Pumping and Generating Plant in Gustine and the Dos Amigos Pumping Plant in Los Banos. The anticipated three-year contract is set to begin on March 1, 2027. The scope of work includes the daily, quarterly, and semi-annual cleaning of offices, restrooms, kitchens, breakrooms, stairwells, elevators, and various flooring types. The contractor is required to provide at least one staff member per site from 7:00 a.m. to 3:30 p.m., Monday through Friday, and must be capable of responding to biohazardous waste incidents within four hours. All cleaning chemicals must be pre-approved by the department, meet CDC guidelines, and be accompanied by Safety Data Sheets. Award selection will be based on the lowest responsible bid meeting all specifications, with calculation preferences available for certified Small Businesses and Disabled Veteran Business Enterprises. Bidders must commit to a minimum of 3.0 percent DVBE participation and provide a current California business license and DIR registration. Submissions must include both a hardcopy and an electronic version on a USB drive, delivered in a sealed envelope. Contract administration includes monthly invoicing in arrears, with payments issued within 45 days of receipt following verbal acceptance of work by the DWR Contract Manager. The agreement is subject to a budget contingency clause and may be terminated without cause by the State upon 30 days written notice.
