Bids must be submitted electronically to the Canonsburg-Houston Joint Authority via PennBid no later than 2:00 p.m. prevailing time on July 1, 2026, for the following:
Plant Pump Station Bypass and Biotower Recycle Ammonia Upgrades Project – Contract 1
The work will consist of excavation to locate the 36” pipe from the Clarifier PS and adding new 24” recycle line to recycle flow into the Biotower PS. A new concrete vault will be installed on the recycle line to contain a new flow meter and flow control valve. A new 36” static mixer and concrete vault will be added. Electrical power and control wiring and conduit shall be provided as part of Contract 1. Additional work will consist of excavation to locate the 18” and 24” force main lines and add tees and bypass lines with valves at the plant main pump station.
The bids will be opened publicly at the Canonsburg Municipal Building located at 68 East Pike Street, Suite 103, Canonsburg, PA 15317 at the apparent time and place.
Prospective bidders are required to attend a mandatory prebid meeting and site walkthrough on June 12, 2026 at 10 a.m. at 315 Curry Hill Road, Canonsburg, PA 15317.
Proposal documents, bidding forms, plans, and specifications may be obtained at no cost via PennBid at https://pennbid.bonfirehub.com. All bids must be upon the form furnished by the Canonsburg-Houston Joint Authority.
Each bid must be accompanied by proposal security in the form of a certified check, bank cashier's, treasurer's check, or bid bond in an amount equal to not less than ten percent (10%) of the total bid price in accordance with provisions contained in the "Instructions to Bidders" section of the specifications. Proposal Security shall be made payable to the Canonsburg-Houston Joint Authority.
The minimum salaries and wages as set forth in the Contract Documents must be paid on this project.
Proposals may be withdrawn, altered or otherwise modified within PennBid at any time prior to the due date and time. No bidder may withdraw its bid for a period of 60 days after date of bid opening.
Questions regarding this project shall be submitted electronically via the “Ask a Question” feature in PennBid no later than the date and time indicated. Responses to questions which require an addendum or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
The Canonsburg-Houston Joint Authority reserves the right to reject any or all bids, to accept or reject any part of any bid, and to waive any and all informalities in connection therewith.
Contract 1 - Scope of Work - The work will consist of two main areas at the WWTP at 315 Curry Hill Road, Canonsburg, PA 15317 as follows:
1. Plant Pump Station Influent Chamber Bypass Lines – The work will consist of excavation to locate the 18” and 24” forcemain lines from the Michigan Avenue Pump Station where they enter the Plant Pump Station influent chamber. A tee will be added on each line with manual isolation plug valves on each branch line to isolate and divert flow directly into the plant PS wet well. Concrete holes shall be drilled into the wet well from the exterior for the new bypass branch lines and link-seal used around the pipes. The valves shall all be located below grade and provided with valve boxes at grade.
One of the two forcemain lines shall remain in operation at all times (unless bypass pumping is provided by Contractor) which will require plugging of the other line at the influent chamber which is currently under construction. Bypass pumping of the 30” D.I. combined gravity sewer from North Strabane Southpointe and Western Center shall be provided into the Plant PS wet well.
2. Biotower Recycle Line – The work will consist of excavation to locate the 36” forcemain line from the Clarifier Pump Station which connects to the final clarifiers. A 36” x 24” wye-connection will be added with a 24” manual isolation plug valve on the new recycle line to recycle flow into the Biotower PS wet well. The valve will be located below grade and be provided with a valve box at grade. A new concrete vault will be installed on the recycle line to contain a new 24” mag flow meter and modulating flow control valve. Concrete hole drilled into the biotower PS wet well from the exterior for the new recycle line with link-seal used around the pipe.
On the 36” clarifier PS forcemain, after the wye-connection a new concrete vault will be installed for a new 36” 316L SS static mixer. A new PAC PTFE dosing line will be run from the Clarifier PS building to the new static mixer vault through a SS line. Heat tracing shall be provided for freeze protection of the PAC dosing line and injection quill assembly in the vault. Bypass pumping from the Clarifier Pump Station to the Final Clarifiers shall be provided during construction by the contractor.
Electrical power and control wiring and conduit from the two new vaults to the existing panels in the two pump station buildings shall be provided per the electrical plans and specifications as part of Contract 1.
