This contract is for the procurement of 8 plates of high magnesium aluminum alloy, each measuring 1.250 inches thick, 86 inches wide, and 86 inches long, with a reference weight of 887.52 pounds per plate. The material must conform to ASTM B928/B928M-15 (R2023) and be identified as Alloy 5456 in temper H116, as specified in the Technical Data Package referenced by Drawing Number 14153 01735 Revision A. Strict dimensional compliance is required—no test coupons or deviations from exact dimensions are allowed, and material must be supplied in whole-foot lengths only. Continuous markings on each unit must include the DLA contract delivery order number, NSN 9535010124048, specification and revision, grade, class, type, alloy, part number, die number, temper, manufacturer’s name, heat and lot number, and dimensions. Markings must be applied via stenciling or stamping (excluding die stamp), be legible, waterproof, stable, and not contaminate the material. Adhesive labels are mandatory for bars, tubes, and shapes under 0.250 inches nominal OD, and tags are acceptable for wire. When two units of measure are specified on the order, both quantities must be marked on the shipment. A Certificate of Quality Compliance (mill-material certification) is required with every shipment, and a copy must be sent to the DLA Troop Support Contracting Officer. The contract mandates full compliance with DLA’s Qualified Suppliers List for Distributors (QSLD), meaning only suppliers listed on the QSLD are eligible for award; deviations must be explicitly declared and may result in rejection or criminal penalties if unauthorized substitutions occur. Under the QSL program, quality conformance inspections and source inspection requirements are waived for this order, except when foreign military sale conditions apply. Packaging must adhere to MIL-STD-2073-1E and Level A preservation requirements of ASTM B660, with packaging code U and preservation method CLNG/DRY:1. Marking for shipment must follow MIL-STD-129R, including special marking code ZZ, and palletization must comply with DLA Packaging Requirements (RP001).
