The contract is for the procurement of 174 units of PLATE, RESILIENT MOUNT under NSN 5340-01-161-5337, issued as a Small Business Set-Aside solicitation SPE7LX-26-U-8602 by the Defense Logistics Agency’s Strategic Acquisition Program Directorate. Delivery is required within 155 days of award, with performance governed by an Indefinite Delivery Contract structure, subject to ordering under FAR 52.216-18 and FAR 52.216-22, and bound by a maximum contract value of $350,000.00. The supplier must comply with all technical and quality standards referenced in the DLA Master List of Technical and Quality Requirements, identified by R or I numbers, and adhere strictly to packaging and marking requirements specified in MIL-STD-2073-1E and MIL-STD-129, including the use of data matrix bar codes, specific preservation codes, and hazardous materials labeling in alignment with 29 CFR 1910.1200 and IP025. The item is subject to strict export controls under ITAR or EAR, requiring contractors to hold Joint Certification Program certification, complete DLA export control training, and obtain prior authorization prior to any disclosure of technical data to foreign persons. Compliance with CMMC Level 2 certification is mandatory, and the use of Class I ozone-depleting chemicals is strictly prohibited. All items must be shipped FOB Origin, and ocean transportation must be performed on U.S.-flag vessels unless a waiver is granted with 45 days’ advance notice. The contract mandates flow-down of CMMC and U.S.-flag vessel requirements to all applicable subcontractors. Invoicing must be conducted exclusively through WAWF, and the Government will inspect and accept deliverables at the destination point. Offerors must affirm their small business status and submit unique entity identifiers and CAGE codes as required, with performance evaluated on a trade-off basis considering price and non-price factors such as technical compliance, regulatory adherence, and past performance.
