AI Contract Overview
The contract is for the procurement of 113 units of a quick-release plunger identified by NSN 5340010934691 under solicitation SPE7L1-26-T-919N, issued by the Defense Logistics Agency’s Land Supply Chain under full and open competition. Delivery is required within 53 days after order placement with an original required delivery date of May 5, 2027, and a need ship date of October 10, 2026, with FOB Origin terms applying. All items must be delivered to the designated DLA Distribution facility in New Cumberland, Pennsylvania, where inspection and acceptance will occur at the destination point. The contract specifies strict compliance with DLA’s Master List of Technical and Quality Requirements, which supersede any conflicting industry standards, including the prohibition of ozone-depleting chemicals and the mandatory use of chemical agent-resistant coatings per DCSC Drawing 16236 CS-2300-0001 in lieu of Army drawing specifications. Packaging must adhere to MIL-STD-129 for labeling and marking, with hazardous materials following TQ Requirement IP025 and non-hazardous materials conforming to ASTM D3951, subject to precedence by DLA requirements. Palletization must meet RP001 guidelines, and each unit must be permanently marked in accordance with MIL-STD-130N for U.S. military property identification. Quality assurance relies on zero-defect sampling per MIL-STD-1916 or ASQ H1331, where critical, major, and minor attributes are assigned AQLs of 0.1, 1.0, and 4.0 respectively, with unspecified attributes treated as major. The contract mandates electronic invoicing via WAWF and adherence to DFARS 252.204-7012 for safeguarding covered defense information, along with compliance with all applicable cybersecurity and information protection requirements. Offerors must maintain current SAM registration, provide UEI and CAGE codes, and represent their small business status accurately, with subcontracting governed under FAR and DFARS clauses permitting commercial service procurement. The contracting vehicle is a firm-fixed-price arrangement under simplified acquisition procedures, with a fixed quantity, no variance allowed, and no options or extensions specified. All technical data is unrestricted and publicly available, and the solicitation is closed to electronic submissions via DIBBS by
