NEW - Air Force Installation and Mission Support Center (AFIMSC) Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO)
Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) to rapidly acquire innovative commercial items, technologies, and services. Operating as a blanket vehicle from September 1, 2025, through August 31, 2030, the SPEED CSO utilizes a multi-spiral evaluation process to identify solutions that close capability gaps across various Areas of Interest (AoIs). These interests include BRAC portfolio management, data science frameworks, resilient expeditionary facility prototypes, RF spectrum monitoring, and the modernization of Civil Engineer IT systems. The program is open to all interested vendors, including small businesses and non-traditional defense contractors, and allows for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. The acquisition process is designed for agility, requiring initial submissions in the form of short solution videos or concise written briefs. Technical proposals are evaluated based on the merit and risk of the approach, the realism of the performance schedule, and the fairness of the proposed price. Security requirements vary by project, with some necessitating Tier 1 or Tier 3 clearances and compatibility with NIPR and SIPR environments. All awarded entities must be registered in the System for Award Management (SAM) and utilize the Wide Area Work Flow (WAWF) system for invoicing. Performance for individual awards is determined by the specific AoI call, though the overall vehicle allows for performance to extend up to 12 months beyond the formal ordering period.

The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

The purpose of this amendment is to provide the Questions and Answers that have originated from the PMA-260 Common Aviation Support Equipment Virtual Industry Day. A recording of the event will be provided upon request. All requests should be submitted to: David Andreoli, PCO Procurement Division, contact@example.gov This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation Common Support Equipment from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a Contractor in any potential future solicitations/contracts. NAVAIR's Common Aviation Support Equipment program office (PMA-260) manages the procurement, development and fielding of Common Support Equipment (CSE) and Automatic Test Systems (ATS) that support every Type/Model/Series aircraft within the Naval Aviation Enterprise. PMA-260 is planning to host a Virtual Industry day in order to provide opportunities for industry to learn about the technology requirements of PMA-260 with the potential for follow-on one-on-one meetings regarding technologies that industry has developed that may address current or future challenges for PMA-260. This opportunity is open to all companies that have new and innovative ideas to support the future of the Naval Air Systems Command (NAVAIR) and PMA-260's Technology Focus Areas described below. TECHNOLOGY FOCUS AREAS PMA-260 seeks modern tools, solutions, and emerging technology to reduce the physical space required to manage, configure, and store the various types of support equipment systems, reduce sustainment costs, and improve readiness. Technical focus areas and pain points that cross-cut the product lines of PMA-260 include, but are not limited to the following: -Maximizing component efficiency - The fleet is experiencing a proliferation of organizational level (O-level) test equipment that results in obsolescence, and excessive physical space required to manage, repair, configure, and store the various types of support equipment systems. Space for such components can be limited in the fleet, particularly when aboard ships. Every cubic inch of space, ounce of weight, milliwatt hour of power and cost (SWaP-C) needs to be carefully planned in future designs of CSE and ATS -Examining the feasibility and extent of Additive Manufacturing (AM) devices ability to replicate, replace, and repair parts used to maintain Navy CSE aviation assets should be considered. Potential uses that can improve readiness using AM technologies in both depot and deployed environments to reduce SWaP-C and logistics, while improving readiness is highly desirable -Developing multipurpose systems that are configurable and reconfigurable -Pursuing modularization, flexibility, and interoperability in the design, procurement, and support of CSE & ATS products or components -Improving diagnostic and prognostic capabilities -Development of common and open architectures/frameworks for O-level test equipment -CSE and ATS obsolescence - Much of the fleet's test equipment has been in service for many years and is becoming increasingly more difficult to sustain. Solutions that address obsolescence are sought -Technologies to enhance Test Program design, development, and maintenance -Research and development of new system-level designs or advancement of component technologies common to multiple CSE items -Expeditionary Environments- Improve warfighter self-sufficiency in resource-poor, inhospitable, austere world-wide operations by reducing energy, water, logistical and operational footprints and risk -Flight line Equipment & Vehicles that improve energy efficiency, autonomy during operations. Enable electrification of the flight line and associated equipment with full-electric or diesel-electric hybrid solutions. -Technologies aiding in the detection and removal of Foreign Object Debris. -Technologies aiding in calibration of equipment, through decreased complexity of calibration procedures, increased speed of calibration, and increased mean time between calibration cycles. Aid in self-calibration or self-diagnosis of calibration drift. The range of equipment PMA-260 supports includes but is not limited to: -Consolidated Automated Support System (CASS) -Platforms CSE - Shipboard Tow Tractors, Shipboard Air Conditioners -Electrical CSE - Shipboard MEPP, Aircraft Engine Component Test Stand -Cryogenics CSE- Liquid Oxygen/Nitrogen Generator, Aircraft/LOX Converter Purging Unit -Hydraulics CSE - Aircraft Pressurized Cabin Leakage Tester, Hydraulic Fluid Particle Counter -Non-Destructive Inspection (NDI) CSE -Aircraft Wiring CSE- Fiber Optic Repair Sets -Aircraft Fluid Service Units -Common Radio Frequency Communication/Navigation Test Set -Hydraulic Power Supplies -Jet Engine Test Instrumentation -Calibration -Foreign Object Detection and Removal -Mobile Facilities -Automatic Test Equipment -Test Program Sets -Electronic Warfare (EW) Avionics Test Sets The technical focus areas and products highlighted above are not meant to be exhaustive as this Virtual Industry Day is intended to be an open opportunity for industry to highlight products and solutions that may impact current and future PMA-260 procurement, development and fielding of CSE and ATS.
