The Naval Air Systems Command has modified a commercial Firm Fixed Price delivery order under the existing Basic Ordering Agreement with Teledyne Controls, LLC, located in El Segundo, California, to secure licensing and customer sustainment support services for the Portable Maintenance Access Terminal (PMAT) XS software program used on the E-6B aircraft. This modification covers the period from a portion of Calendar Year 2026 through Calendar Year 2029 and was issued on a sole source basis under FAR 6.302-1, as the required services are uniquely available from Teledyne Controls and no other source can meet the agency’s needs. The original Basic Ordering Agreement was established under 10 U.S.C. 3204(a)(1) before the 2026 FAR overhaul, and this modification continues under the same authority without requiring full and open competition. No technical data is being provided as this is not a solicitation, and the award does not involve construction or small business set-asides. The action was processed without a solicitation response deadline, consistent with sole source procedures, and is identified under solicitation number N00019-25-RFPREQ-APM271-0344, with performance occurring in Oklahoma City, Oklahoma, and administrative oversight handled by the Patuxent River, Maryland office.

NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

FortiNet FortiGate Software License Renewals
Solicitation # N00019-26-RFPREQ-APM290-0806
The Naval Air Systems Command at Patuxent River, Maryland, requires renewal of Fortinet FortiGate software licenses to maintain critical communications security for the P-8A Poseidon aircraft. These renewals are essential to ensure ongoing support, updated threat protections, and operational integrity of existing firewall systems onboard the aircraft. Due to the proprietary nature of FortiGate technology—including the software, antivirus definitions, intrusion prevention files, and associated technical support—the U.S. Government lacks the necessary technical data package to replicate or independently support these systems. As a result, only Fortinet's authorized federal resellers are capable of providing the exact, mission-certified licenses and services required, making them the sole responsible sources under prevailing federal procurement authorities. This action is being conducted on a limited competition basis under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, recognizing the exclusivity of authorized Fortinet resellers. While this announcement serves as a notice of intent rather than a formal solicitation, the Government will evaluate any responses received within 15 days of publication to determine if full and open competition is feasible. All submissions must reference the solicitation number N00019-26-RFPREQ-APM290-0806 and be emailed to Contract Specialist Frank Schibler by 4:00 PM Eastern Time on June 11, 2026. Responses may influence the Government’s decision to proceed with a non-competitive award, and no formal bidding process is currently planned unless information submitted demonstrates otherwise.
