Pneumatic Tube Traffic Counts (ATR) – Data Collection Services, As-Needed -Unit Price

The City of Spokane Street Department is soliciting bids for pneumatic tube traffic count services under RFQ 6581-26, an as-needed, indefinite-delivery contract with a two-year base period from August 1, 2026, through July 31, 2028, and options to extend for up to three additional one-year periods, for a potential total duration of five years. Payment is made only for services actually performed and accepted during the contract term, with an estimated total expenditure not to exceed $150,000 over the two-year base period. Vendors must provide automated vehicle classification and volume data using pneumatic tube systems on designated arterial roadways between April and October each year, adhering strictly to FHWA and WSDOT standards including the 13-vehicle category classification system, with data collected in 15-minute intervals and summarized in 60-minute PDF reports following specific naming conventions. Accuracy is critical: equipment must maintain ≤2% deviation from annual calibration standards, and automated counts must be within ±5% of synchronized manual counts per vehicle class and ±3% for total volume, with unclassified vehicles not exceeding 10% of total traffic. All data must exclude holidays, studded tire seasons, and abnormal traffic events. Bidders must demonstrate a minimum of two years of documented experience in traffic counting services and provide three client references, with no subcontracting permitted without prior written city approval.
