The PO-75 LaBranch Marsh Creation project, managed by the USDA Natural Resources Conservation Service, is a restoration initiative located in St. Charles Parish, Louisiana, near Norco. The primary objective is to restore marshland converted to open water by creating 1,200 acres of marsh through dedicated dredging from Lake Pontchartrain and establishing 6,4540 linear feet of tidal creeks. This effort aims to increase wildlife and fisheries habitat and diversity, improve water quality, and provide a critical storm buffer for Interstate 10, which serves as a primary westward hurricane evacuation route for the region. Under solicitation 12FPC323R0001, the project involves complex civil engineering and environmental compliance, including the construction of earthen containment dikes and extensive excavation. Technical requirements are supported by detailed geotechnical reports, magnetometer surveys to identify underground utilities and pipelines, and bathymetric surveys of borrow areas. The project is governed by permits from the U.S. Army Corps of Engineers and the Louisiana Natural and Scenic River System, ensuring adherence to manatee protection and erosion control standards. Procurement details include a unit-pricing schedule for mobilization, surveys, and earthwork, with strict adherence to OSHA and NRCS construction specifications.
