AI Contract Overview
The Dallas Area Rapid Transit Authority (DART) is soliciting bids for Log Books 2026 under solicitation number Req #2097194, with a response deadline of May 6, 2026. All submissions must be made electronically through the Bonfire platform, where bidders must register and complete the "Prepare Your Submission" process to access the BidTable containing detailed line-item pricing and product specifications. The contract is governed by DART’s own Terms and Conditions, which include strict delivery requirements: all bids must reflect FOB Destination shipping terms with freight costs included, and failure to meet scheduled delivery times will constitute a basis for default termination. Payment terms are Net 30, with invoices required to be submitted in triplicate via email to [email hidden], including the purchase order number, item number, description, quantity, unit price, and extended total. Invoices will not be paid before 30 days from the later of invoice receipt or delivery acceptance. The seller is responsible for ensuring all delivered goods conform to DART’s specifications, are of merchantable quality, and suitable for their intended use, with final acceptance reserved by the Authority at the destination. Compliance with federal and state legal requirements is mandated, including certifications that the seller has no association with Foreign Terrorist Organizations and does not participate in the boycott of Israel. DART is exempt from Texas state and local sales taxes, which must be excluded from invoices, and contract assignment without written consent is prohibited. The seller must also promote equal opportunity and encourage subcontracting by minority- and women-owned businesses. No formal evaluation factors or weights are published, but the emphasis on timely delivery, invoice compliance, and adherence to technical and legal conditions suggests a Lowest Price Technically Acceptable (LPTA) award methodology. The place of performance is Texas, and the contract is subject to Texas state law. While packaging, labeling, and military standards are not specified, all deliverables must meet the manufacturer’s part numbers and descriptions as outlined in the BidTable, which remains accessible only through Bonfire registration.

Full Description
--- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below.
**Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms.
**Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*).
**Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.*
**Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
