D--PointCount Parser for Microscope Lab

The U.S. Geological Survey’s Central Energy Resources Science Center is seeking a small business contractor to modify existing VBA code for a data parser used in its Microscope Laboratory to align with updated output formats from the Point Count instrument. The requirement, identified under solicitation number 140G0226Q0082, is issued as a Request for Quote with a total small business set-aside under NAICS code 541512 for Computer Systems Design Services. The contractor must either adapt the current CU8552_Point_Count_Parser or develop a new parser capable of handling transposed data columns, single-sample output files, and reports confined to a single worksheet, ensuring full compatibility with existing USGS workflows. Performance is limited to a strict ten-day period from August 10, 2026, to September 9, 2026, with work to be performed on-site at the Denver, Colorado facility. The acquisition is governed by FAR Part 12 for commercial products and services, and award will be made to the lowest-priced, technically acceptable offeror, with technical acceptability prioritized over price; proposals will be evaluated starting with the lowest bid, and only those that meet all technical requirements will be considered. All offerors must be manufacturers or federally authorized distributors/resellers, maintain active SAM registration, and provide their Unique Entity Identifier along with required certifications for small business status, Buy American compliance, child labor, tax delinquency, and felony conviction disclosures.
