Politico Pro subscripion for OFR

INTENT TO SOLE SOURCE SS-OFR-18-045 The Bureau of Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR) intends to make award to Capitol News Company, LLC, 1000 Wilson Blvd, Ste 2700, Arlington, VA, 22209-3921, on a sole source basis, under authority of FAR 6.302-1, for a subscription to POLITICO Pro. Capitol News Company, LLC has been identified as the only source capable of providing the required content in an arrangement that suits the needs of the OFR. OFR Researchers require access to Politico Pro product for accurate, up-to-date hyper-specific policy news service that offers its subscriber's exclusive insider coverage on news stories, morning newsletters, afternoon briefings, and customized breaking news alerts on the Hill votes, committee meetings, newly introduced legislation, and financial services regulations. The service provides the ability for users to track laws and regulations before they are finalized by providing early and valuable behind-the-scenes information. While there are other news services that provide tracking of legislation and lobbing efforts such as CQ Roll Call, American Banker, National Journal and BGov, they either do not address all of the fourteen (14) policy areas (ex. Tax, Trade, Education, eHealth, Cybeersecurity, Labor, and Technology) or employ the amount of journalist to effectively address the coverage needed. In addition, none provide the level of granular coverage that Politico Pro provides. Politico Pro has a uniquely structured reporting staff that has 5-10 reporters dedicated to each policy area. Due to such a large reporting staff, Politico Pro is able to provide more granular coverage of the back and forth discussions that occur before a law or regulation is finalized. Politico Pro is the only source with the early and valuable behind the scenes information that is essential for OFR to respond quickly and plan strategy to newly introduced legislation. Politico Pro and the information therein can only be purchased through Politico Pro representatives; it is not available through third party vendors. The identified contractor, Capitol News Company, LLC, is the publisher and is currently the only known source for subscription that can meet OFR's needs. No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received by no later than 1:00 pm (EST) on April 26, 2018. Responses shall be submitted electronically to Purchasing@fiscal.treasury.gov, Attn: M. Womack/P. White. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
