This is a notice of intent to award a sole source contract pursuant to the Federal Acquisition Regulation (FAR) 13.5 - Simplified Procedures for Certain Commercial Items and FAR Part 12 Acquisition of Commercial Items-General. The Federal Housing Finance Agency (FHFA) intends to award a firm-fixed price sole source contract to Capitol New Company, LLC (Doing Business as Politico), 1000 Wilson Boulevard Suite 2700, Arlington, VA 22209-3921 in accordance with 41 U.S.C. 1901(e)(2) under the rationale of only one responsible source. The anticipated period of performance is for a base period of one year with four (4) one year options. The proposed sole source action is to provide commercially off-the-shelf web-based news subscription services to POLITICO Pro for up to ten (10) users within the Office of Congressional Affairs and Communications (OCAC). The contractor will provide real-time daily breaking news coverage, email alerts, reports, and analysis on the following policy areas: Agriculture & Trade, Campaigns, Energy & Transportation, Euro Brief, Financial Services, Health Care, Labor & Employment, Tax, and Technology. OCAC is responsible for coordinating contact and FHFA communication with all external parties, including members of the public media, Congress, trade associations and other regulators and to fulfill these responsibilities OCAC requires timely awareness of news and activities impacting FHFA. The data provided by this subscription is unique to Politico Pro and cannot be obtained via any other source. The applicable North American Industry Classification System code for this requirement is 511110 - Newspaper Publishers, 500 employees. There are no-set-asides identified for this procurement. This notice is neither a request for quotations nor a solicitation of offers. No formal solicitation package is available. No contract will be awarded on the basis of offers received in response to this notice. Interested sources may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient to determine that a comparable source to the Government is available. The Government shall be the sole source of determining a vendor's ability to meet all requirements. The Government will consider all expressions of interest received prior to the close of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required information. Telephonic inquiries will not be considered.
