The U.S. Army Intelligence and Security Command (INSCOM) plans to award a firm-fixed price contract to Axciton Systems, Inc. for the procurement of three datapack sensor boxes designed specifically for use with the Axciton Polygraph Suite Software. This award will be made using simplified acquisition procedures under FAR Parts 12 and 13, recognizing Axciton as the sole manufacturer and distributor of these sensor boxes due to compatibility requirements with previously procured equipment. The procurement falls under NAICS code 334519, with a small business size standard of 500 employees, and is justified under the authority that the supplies are available from only one or limited sources. The sensor boxes must include approximately eight channels to accommodate two Pneumograph components, one Electrodermal Activity (EDA) component, one Cardio component, and one Electronic Countermeasures device, as well as a USB connection with a 6-8 foot cable for computer interface. Each unit is required to carry a minimum three-year warranty, with delivery scheduled on or before September 30, 2006. Only authorized Axciton Systems, Inc. resellers will be considered for this contract, and interested parties must submit written authorization from Axciton to demonstrate their capability to provide the full sensor box configuration. Proposals must be submitted by 11:00 a.m. EST on September 18, 2006, via email or fax to the designated government contact. The government will evaluate all submissions received within three days of the notice publication to determine whether a competitive procurement is warranted, reserving the right to proceed without competition based on the responses. The procurement aims to maintain operational integrity of the polygraph system and ensure seamless integration with existing Axciton software and hardware components.
